Agency photographs
The Police Regulation Act 1958 allows authorised media organisations to apply to Victoria Police for the release of agency photographs or 'mugshots' of convicted offenders.
Prior to making such an application, an organisation or individual must apply to be classified as an authorised media organisation.
A media organisation is defined by the Police Regulation Act as meaning a person or body who engages in journalism, which is also defined by the Act.
To become an authorised media organisation, the 'Application to be an authorised media organisation' form must be submitted to the Victoria Police Media Unit.

Once registered as an authorised media organisation, applications are able to be made for the release of specific agency photographs.
Authorised media organisations must submit the 'Application for the release of an agency photograph from Victoria Police to an authorised media organisation' to the Victoria Police Freedom of Information Unit.
