From October 2026, protective services officers (PSOs) can be deployed across specified shopping centres and precincts within Victoria under the Victoria Police Amendment (Designated Place) Regulations 2026.
The designated shopping centres and precincts will be added to this page as patrols commence.
Victoria Police Act 2013
PSOs will continue to be deployed to current legislated designated places under Section 3A of the Victoria Police Act 2013.
A designated place is a specific public location, transport hub, shopping centre, or event space officially declared by the Chief Commissioner of Police (or a Deputy or Assistant Commissioner) where PSOs are authorised to exercise their operational powers.
All transport hubs in Victoria are legislated as a Designated Place.
Further declarations can still be made for an area to be declared a designated place under Section 3A of the Victoria Police Act 2013 and would be published on the public notices page.
Victoria Police Amendment (Designated Place) Regulations 2026
The Victoria Police Amendment (Designated Place) Regulations 2026 came into operation on 23 October 2026.
As a result of those amendments, 70 retail shopping centres and eight shopping precincts across Victoria are designated places.
The designations provide greater flexibility for protective services officers (PSOs) to support policing and community safety in more areas across Victoria.
Protective services officer powers in Designated Places
Within a Designated Place, PSOs may use their powers as listed under Section 200O of the Victoria Police Act 2013.
