Declaration of the Designated Area under section 10D (1)(c) of the Control of Weapons Act 1990

The public place area depicted on the map below has been declared to be a Designated Area under by the Assistant Commissioner, North-West Metro, acting as a delegate of the Chief Commissioner of Police, under section 10D(1)(c) of the Control of Weapons Act 1990.

This declaration will be in place from 9am to 11pm, on Sunday 18 January 2026, and relates to Operation Hyperion - St Albans Lunar Festival.

Boundary of the Designated Area

The designated area contains all public places within the area bound by and including St Albans railway station and carparks, and the St Albans CBD, being the area bordered by (and inclusive of):

  • west from intersection Collins Street and Main Road East to the intersection of Main Road East and East Esplanade
  • north-west to the intersection of East Esplanade and Victoria Crescent
  • north to the intersection Victoria Crescent and Linda Street
  • east to the intersection of Linda Street and Alfrieda Street
  • south to the intersection of Alfrieda Street and McIvor Road
  • east to the intersection of McIvor Road and Collins Street, and
  • south to the intersection of Collins Street and Main Road East, St Albans.

The designated area includes all roadways and footpaths associated with the stated road and road related areas. Road has the same meaning as in section 3 of the Road Safety Act 1986.

Area bound west from intersection Collins Street and Main Road East to the intersection of Main Road East and East Esplanade, north-west to the intersection of East Esplanade and Victoria Crescent, north to the intersection Victoria Crescent and Linda Street, east to the intersection of Linda Street and Alfrieda Street, south to the intersection of Alfrieda Street and McIvor Road, east to the intersection of McIvor Road and Collins Street, and south to the intersection of Collins Street and Main Road East

Victoria Police powers in designated areas

Police officers and protective service officers (PSOs) are empowered to search a person and anything in the possession or control of the person, or a vehicle, for weapons under the Act.

A police officer may also exercise their power under the Act to direct a person to leave the designated area if they refuse to remove a face covering and the police officer reasonably believes they are wearing the face covering to conceal their identity or protect themselves from crowd control substances.

A police officer may direct a person to leave the designated area if they reasonably believe that the person intends to engage in conduct that would constitute an affray or violent disorder under s.195H and s.195I of the Crimes Act 1958 respectively.

It is an offence under the Act to obstruct or hinder a police officer or PSO in the exercise of a power to stop and search a person or vehicle or to fail to comply with a direction to leave the designated area without a reasonable excuse.

This may include, but is not limited to, a search via electronic wand, or a search of the contents of pockets/bags/etc or an outer search.
