A Safe Victoria came into effect in August 2025 and was launched alongside a new operating model - Community First, and new organisational values. Together these documents will guide us to deliver A Safe Victoria: where everyone is safe and feels safe.

Our principles
A Safe Victoria sets out four principles to guide our approach to how we work and the decisions we make every day.
Leadership at every level
We have trust and confidence in our people as leaders, and enable them to take initiative, make sound decisions, and influence others positively.
Intelligence informed
We use evidence to inform our decisions about where we deploy, how we respond, and our engagement with community, so that resources are used effectively, and efforts are targeted where they can have the greatest impact.
Prevention mindset
We focus on preventing crime and harm and use every interaction as an opportunity to reduce the impact of crime and harm in the community.
Victim focus
We place the experiences of each victim at the centre of our policing response.
