Before you submit your application
Before you start an application, you should:
- check your eligibility to hold a private security licence
- read information specific to the type of application you wish to lodge
- familiarise yourself with the authority types.

How to apply
- Complete the application form for the licence you want to apply for.
- Have your fingerprints taken if required. Refer to the application form instruction pages for information about fingerprint requirements.
- Refer to the application form instructions for information on how to submit your application to Licensing and Regulation Division.
- Once you submit your application, you will receive notification in the mail to:
- organise your fee payments
- have your photograph taken at an approved VicRoads photo point (if applicable).
Note: this does not mean your application has been approved. If your application is refused, you will receive a refund.
On receipt of your application, the Licensing and Regulation Division will process your application and if approved, will provide you with your plastic licence in the mail. Current processing times are published on private security.
Changes to the photo requirements
The Licensing Regulation Division (LRD) is introducing capability to reuse licence holders’ photos for up to 10 years for both Private Security and Firearms licences. As a result of this change, there is no requirement to take a photo upon every renewal of a licence.
Private security and firearms licence holders only require a new photo if:
- They are a new applicant to LRD
- Their current licence photo (regardless of whether the photo was taken for firearms or private security purposes) is older than 10 years
- They are transitioning from a junior to a full licence
Based on this change, payment notices will be issued requesting:
- payment and photo
- payment only, and
- photo only (this is called a ‘photo capture notice’)
If you do not need to pay and do not need a photo, your licence will be issued automatically once approved (i.e., primary producers).
This change is expected to commence on 5th August 2025. Please ensure you follow the relevant instructions on payment notices issued prior to this change.

Private security licence application forms
Find the right form to apply for a new private security licence, or to transition an existing registration to a licence.
Private security business licence applicants
If you are applying for a private security business licence, you must be able to demonstrate competency in the activities you wish to cover. It is only then that your application may be approved.
An applicant for a private security business licence can demonstrate that they meet the competency requirements by providing:
- Evidence of membership to an approved Security Industry Organisation; or
- A current CPP40707 Certificate IV in Security and Risk Management or CPP40719 Certificate IV in Security Management. Note: The issuing training organisation must be registered with the Australian Skills Quality Authority (ASQA) or the Victorian Registration & Qualifications Authority (VRQA).
Additional requirements for individual and business licence applicants
You may also need to provide:
- certified statement of results for the training relevant to the activities you are applying to be licensed for
- certified evidence of a name change
- certified certificate of service if you have been a member of any police force or service in the last 10 years
- certified copy of passport, visa, work entitlement details and criminal history check as provided to Department of Immigration and Border Protection (non-citizens/permanent residents)
- a copy of a medical report from your medical practitioner indicating your suitability to hold a private security licence.
