About the eServices portal

The eServices portal is a self-service platform developed by Victoria Police to allow people to complete private security and firearm licence application forms online.

The following applications must be completed online via the Victoria Police Licensing eServices Portal. To do so, you will need to create an eServices account. From your eServices account you will be able to complete your application form, track the progress of your application and receive notifications from the Licensing and Regulation Division.

Private security applications

All new private security licence and registration applications must be completed online via the the Victoria Police eServices PortalExternal Link .

If however, you wish to apply to have an existing interstate or New Zealand security licence recognised in Victoria under mutual recognition, please download and complete the Mutual Recognition application form from the Private Security Forms page.

Firearm licence applications

If you are wishing to apply for any of the following categories of firearm licence, please access and complete an application through the Victoria Police eServices PortalExternal Link :

  • Longarm Licence Application (Category A, B, C, D or E Longarms)
  • Handgun Licence Application (General Category Handgun or Category E Handgun)
  • Provisional General Category Handgun Licence Application
  • Junior Firearm Licence Application
  • Heirlooms Licence Application

All other firearm licence forms can downloaded and completed from the Firearm Forms and Reference Information page.

Getting started with eServices

To complete an application form you will need to create an eServices account.

Private Security Businesses: For all private security business applications, the nominated person of the body corporate, nominated person or sole trader must create an eServices account and complete the application from their account.

Requirements to create an eServices account

To create a Victoria Police Licensing eServices account, you will need a secure email address that has not previously been used to create an eServices account.

If your email address is not accepted by the eServices Portal check that you have entered it correctly and that it hasn't been used to create a previous account.

Items to have ready when completing an application

When completing your application online you have to provide details from supporting documents. You will also need to send certified copies of these documents to the Licensing and Regulation Division via post.

To make the application process easier, we suggest you have access to the following when completing your application online:

  • a secure email address for activating your eServices account and receiving notifications about your application
  • personal information including details of ID documents
  • details of relevant training including statements of results (Private Security Licence applicants only)
  • a printer

When you have completed your application online, a copy of the application will be sent to the email address you used to register for the Portal. You will need to print the completed application and return to the Licensing and Regulation Division with all supporting documents via post.

We will be unable to consider your application unless it is returned with supporting documents via post.

Troubleshooting the eServices Portal

The following information has been developed by the Licensing and Regulation Division to assist users experiencing technical problems with the eServices Portal.

If you are unable to resolve technical issues with the eServices Portal, please contact the Licensing and Regulation Division.

Site access

  • The forms are supported on the following browsers and devices:

    Desktop Browser Support

    • Apple Safari – current version
    • Google Chrome – current version
    • Microsoft Edge – current version
    • Microsoft Internet Explorer 11.0
    • Mozilla Firefox – current version

    Mobile Device Support

    • Apple iOS 7 or later
    • Google Android version 4 or later devices
    • Microsoft Windows 8.1 or later devices
    • do you meet the eligibility requirements?
    • does your password consist of at minimum: 10 characters, contain both letters and digits, contain a special character and at least one lower case letter and at least one capital letter?
    • have you previously used the same email account for an eServices portal account?
    • have you received your activation code?
    • check your email spam folders
    • you can resend the activation code yourself by clicking the 'Resend Activation Code' button
    • check you have entered your login name and password correctly
    • your login name is the email address you used to register your account
    • your password is specific to the eServices portal and may not the be same as the password you use to access your email
    • if you recently updated your email address via the portal it will have automatically updated your login
    • you can reset your password from the eServices portal homepage using your login details
    • your login name is the email address you used to register your account
    • if you have updated your email address via the portal it will have updated your login
    • The email address has already been used to register a portal account or is incomplete

Portal management

    • you can only update your phone number and email address on the portal
    • all other changes must including name or address changes be made in writing via email to licensingregulation@police.vic.gov.au
    • account deactivation can only be completed by the Licensing and Regulation Division
    • please email licensingregulation@police.vic.gov.au from your nominated email address and request the deactivation
    • you cannot access business licence or registration application forms from an individual portal account
    • to access business licence or registration application forms you will need to register for a new business portal account using an email address that is different to the email address you used to register your individual portal account
    • you cannot access individual licence or registration application forms from a business portal account
    • to access individual licence or registration application forms you will need to register for a new individual portal account using an email address that is different to the email address you used to register your business portal account
    • You will need to create a new email address

Application management

    • supporting documents cannot be uploaded to the eServices portal
    • you must send all supporting documents with a copy of your completed application
    • renewal applications are not available on the eServices portal
    • renewal applications will be sent via post to licence/registration holders listed postal address eight weeks before the expiry of their current licence
    • check your span or junk email
    • if you did not save a copy of your application or have not received an email copy contact the Licensing and Regulation Division on 1300 651 645
    • once you have submitted an application electronically, you are unable to change the information submitted through the portal
    • if you need to make changes to the hardcopy application, please do so with black or blue pen and initial every change

Forms

    • Check what type of account you have registered for. You cannot access firearm licence application forms from a business portal account.
    • The only firearm licence application forms currently available on the eServices Portal are the following new (not renewal) forms:
      • Longarm Licence Application(Categories A, B, C, D or E)
      • Handgun Licence Application (General Category or Category E)
      • Junior Firearm Licence Application
      • Provisional General Category Handgun Licence Application
      • Heirloom Licence Application
  • Check what type of account you have registered for:

    • you cannot access private security business licence or registration application forms from an individual portal account
    • you cannot access private security individual licence or registration application forms from a business portal account

    The only Private Security forms currently available on the eServices Portal are new individual and business private security licence and registration forms. All other Private Security forms can be downloaded from the Private security forms page of the Victoria Police website.

    • all applications are emailed to your nominated account after submission
    • you can also choose to download a copy of your application immediately after the electronic submission process
    • you cannot access completed forms from your portal after you submission
    • once you have submitted an application electronically, you are unable to change the information submitted
    • if you are required to make changes to the hardcopy application, please do so with black or blue pen and initial every change

eServices frequently asked questions

  • Robust security testing of the eServices Portal has been completed throughout its development and there are several security measures built into the Portal to protect the security and privacy of your information.

  • Information that you give Victoria Police for the purpose of processing your application will be used in accordance with the provisions the Firearms Act 1996, Private Security Act 2004, Control of Weapons Act 1990, Health Records Act 2001 and the Privacy and Data Protection Act 2014.

    Information you provide may be disclosed to employers, approved bodies and other statutory authorities by Victoria Police for the purpose of law enforcement and the administration of justice.

  • No. We will also use the email address you use to register your eServices account to send you updates about the progress of you application. All other correspondence relating to your application will continue to be via post so it is important to keep your contact details up to date.

  • Yes. You will need to register and complete your application form online using the Victoria Police eServices Portal.

    Once you have completed your form online you will be automatically sent a copy of your form submission. You will need to print this document, attend to any sections of the application that require physical completion and return it to the Licensing and Regulation Division together with your supporting documents via post.

    We will not be able to assess your application if you do not return the hard-copy application and supporting documents.

  • Not at this time. Renewal applications will still be sent to licence/registration holders via post.

  • You will be able to use the eServices portal to update your phone number and email address. Changes to your postal, residential or storage address or any changes to your name will need to be made in writing. For more information about changes to your details please visit the Change of details page on the Victoria Police website.

  • It depends on the type of application and your individual circumstances. Upon completion of the electronic form, you will receive an application checklist which will include any documents required to support your application.

  • Not at this time. You will need to post your supporting documents together with your hard-copy application the Licensing and Regulation Division.

  • No. You will need to post your supporting document together with your hard-copy application to the Licensing and Regulation Division within 31 days of completing your application online. Documents received after 31 days will be returned via post.

  • You have 31 calendar days to send the Licensing and Regulation Division a copy of your hard-copy application with all supporting documents. If you do not do this, after 31 days your application will be abandoned and you will need to lodge a new application from your portal account.

  • No. When you begin an application, it will automatically save your progress. If your device crashes or you are unable to complete the application in one session, you will be able to revisit an incomplete by logging in to your eServices account and selecting the saved form tab.

  • Applications can be completed on any smart device or personal computer. If you do not have access to one of these devices you may wish to consider asking a family member or trusted friend who has access to a computer or smart device to assist you. Alternatively, you may consider using a computer at your local public library.

  • No. To be eligible for a Firearm Licence you will need to demonstrate and maintain a genuine reason for needing the licence, have completed the relevant safety course, and meet probity requirements.

    The fees for all licences, registrations and permits issued by the Licensing and Regulation Division are reviewed on July 1 each year in accordance with the Victoria Police (Fees and Charges) Regulations 2014. For the current fee schedule see:

  • No. To be eligible for a Private Security Licence or Registration you will need to demonstrate that you have appropriate work rights, completed the required training for activities you are applying to be licenced in, and meet probity requirements.

    The requirement to provide a National Police Check and fingerprints for private security licences has not changed.

    The Licensing and Regulation Division recommend that you do not commence the application process until after you have received your National Police Check.

    The fees for all licences, registrations and permits issued by the Licensing and Regulation Division are reviewed on July 1 each year in accordance with the Victoria Police (Fees and Charges) Regulations 2014. See:

  • No. Interstate applicants applying for a Victorian Private Security Licence or Registration will need to complete a manual form available from the Private security forms page of the Victoria Police website.

  • Not at this time. To add or vary an existing licence or registration you will need to submit an Application to Vary a Licence/Registration to include Additional Security Activities form to the Licensing and Regulation Division via post.
